I need a good, cost efficient low profile graphics card. I'm upgrading a Dell Optiplex 755 on a "Budget*

Do you even have a PSU that can support an external gpu?

maybe some 1050/1050 ti from Zotac or MSI

MSI recently released a half-hight RX460, and XFX has a single-slot RX460 as well that'd work in an OEM Dell.
