I haven't been able to quote anybody except from my phone. Is anybody else having these problems?

I'm using Windows 8.1 and don't have that issue. It's probably browser-related, try clearing your cookies/temporary files, etc.

I think IE10 has some problems with the LTT forums.

It's working on Chrome just fine, might just move over to Chrome permanently.
