I think I asked a similar question and someone said there are 144Hz 4k monitors out, but the cost like $5000 

 

so if if he adds a 0 to his budget he can get one ?

It's an IPS monitor compared to the TN ones you've listed. It'll look much nicer although it pushes the budget:

Correct.  The Dell U3017Q is vaporware as of this point.  It's a $5KUS 30 inch IPS panel that can do 4K/120Hz (without *-sync tech) only via Thunderbolt-3 or USB-C connections.  The DisplayPort ports on it are still DP1.2, which can't handle the bandwidth of 4K/120Hz.

 

Asus also sneak-peaked a 27" (why Asus?!) 4K/144Hz GSync panel this summer, but it's not even announced yet and there's absolutely no hint on when it'll be launched nor what it'll cost.  But at 27", it seems like a waste of $ to me.  4K really shines on larger panels.

At this point 28'+ should be considered a Tv with no speakers already. I would not enjoy looking at a 32' monitor in front of me. My eyes would probably burn with the amount of brightness too.

Not really.  Set back a bit from you and it's perfect.  Folks work 8-10+ hour days staring at 32" 4K LCDs at work without any issues at all.
