PSU and POST issues?

So, whenever my system is shutdown and then started, it just sits there with the fans running with no output at all until I reset the switch on my PSU, sometimes twice. I believe the brand is High Power. Yes, you read that correctly.

Could be your video output... if theres a problem with power the pc will just shut off

Man, I hope my 960 isn't dying. I dont think it is because nothing over usb gets power.
