R9 295x2 Cant disable crossfire on any version after Crimson 16.4.2

My brothers R9 295x2 works perfectly fine but for some reason, on any driver version past Crimson 16.4.2 he cant control crossfire at all. We can only gather that its disabled all together (despite 2 cards showing up in Device Manager) due to its poor 4k performance.

 

We've tried looking in Catalyst settings but its not even there... None of the game profiles have a crossfire option however, under the System tab it displays 2 R9 200 series (one primary and one linked).... We've tried installing all the latest updates along with also trying the beta updates. Its not under global settings either...
