Well the patch panels are plugged into the switch and will be terminated at another patch panel where clients or other networking devices can connect. The two wireless routers up the top are to provide wireless access to two different sets of people and quite probably have two different sets of permissions.Bottom left router looks like it's the router going to the ISP.

Patch panels are panels the go in to the wal that have cables inserted into them and have cables behind them, usually going to another set of panels so you don't just have lots of cables coming from the wall.

The Patch panels are the three black panels that are directly below the blue switch.

2. Another wireless access point (Fix my PC)
3. 24 port network switch
4. 16 port network switch
5. 3x 12 port patch pannels
6. Coaxial modem
7. Some kind of UPS or lightning protecter of the power
8. Coaxial splitter

Because it might not be the same network, also, you often need multiple routers for bigger networks.

Very nice setup indeed, id like more ISP's to do clean setups like this. Btw that D-Link is an 8 port

You could do it with a router and a switch but it seems there needs to be more features than an ordinary router with a switch could provide, not really sure why you would do that those cisco RV's don't support any "fancy" network stuff like OSPF. Where is this exactly ?
