A build at that price range is fairly difficult, I know this is just over but if you can try to shoot for it; it's a solid build that should last you quite a while. I also realize that its going to detail parts in the US; view this as less a "buy this part from this exact site" but more as a look around to see if you can get this part, or something very similar for a roughly equivalent price in ph.

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i3-6100 3.7GHz Dual-Core Processor  ($124.69 @ OutletPC)
Motherboard: Asus H110M-K D3 Micro ATX LGA1151 Motherboard  ($57.99 @ SuperBiiz)
Memory: Kingston HyperX Fury Black 8GB (1 x 8GB) DDR3-1600 Memory  ($36.89 @ OutletPC)
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive  ($49.89 @ OutletPC)
Video Card: Gigabyte GeForce GTX 950 2GB Dual WindForce Video Card  ($138.98 @ Newegg)
Case: Enermax Thorex ATX Mid Tower Case  ($19.99 @ Newegg)
Power Supply: EVGA 750W 80+ Bronze Certified Semi-Modular ATX Power Supply  ($48.99 @ NCIX US)
