Saints Rows 4 FPS Drop

Sometimes when I am playing SR4 during the cutscenes my cpu and gpu will go to almost idle and I will only get about 20 fps during the cutscenes. Does anyone know why this is happening?

Other than the cutscenes I can play the game with everything maxed out at 1440p at around 40-50 fps.
