Im still on the fence about graphics cards. I need something with in $400 USD, and great for playing games maxed out, or mostly, for 1080p.

390X is the best you can find around that price...it's around 8% faster than a 390 so you might as well save some money and go with a 390 instead...the GTX 980 is the next step-up from those but it's more expensive...this for example is amongst the cheapest 980 right now:

This is faster for gaming though.

yeah it's a 390X and like every 390X out there it's not as fast as a GTX 980 in games...it does not have to either since it's cheaper.

How is the http://pcpartpicker.com/part/evga-video-card-04gp42974kr compared to the MSI card I had, or a higher end Nvida card

this is slightly slower than the r9 390...its about 10% slower than a 390X and a good 18-20% slower than a gtx980.

390/390X are a better choice they have more grunt and more memory but they consume more energy and run hotter.
