Best Software to Code Linux on?

Get real comfortable with C/C++ cuz that's most likely what you will end up using for this kind of project.

Haha, not really. It's for whatever you want. I've used it for C, Java, Python, and HTML to name a few. It's not really the best IDE for any given language but it's a pretty good platform for coding random things on windows and it works with just about anything.

May your framertes be high and your remperatures low.

Before you even begin to "code" a Linux OS, learn a programming language thoroughly, and learn to program FOR Linux OSes. Then you can start diving into Linux From Scratch, which will show you how to start creating a Linux distribution from basic components (kernel, etc).
