Static on screen

Currently I have an older Dell optiplex 7010 that I have had an issue with when I'm usually doing something on screen or I leave it idle the screen will turn to tv static best way I can explain it like you can partly see the picture but picked are all over the place and it is in usable after that occurs there is nothing else to do but reboot I'm using the integrated graphics because I don't have the money for a graphics card currently I'm using a VGA and PC audio to HDMI and USB to HDMI it doesn't do it with the USB but it's still unusable I don't know what is causing the issue weather it is I just have a junk PC or if it's fixable

 

 

Had it happen today and was able to get a video and a picture
