3900x to Cold?

I just built my first rig with a 3900x. While gaming I saw a maximum temperature of 33 deg C on "CPUTIN" and 61 deg C for "CPU". Not exactly sure what the difference is between the two or which one i should be using. Shouldn't it be closer to 80 deg C (not sure if that's CPUTIN or CPU). I think it's to cold?

Only use HWInfo64 and RyzenMaster to monitor temps on Ryzen. All other programs are messed up in some way,

There is really no such thing as a CPU being "too cold". I mean I guess at a certain point, like in then negative degrees C, it would probably eventually fail, but 60C is a good temp. That's what you'd want to see.
