i7 9700k Usage is out of control

I seriously need help, I just built a gaming pc and my cpu usage is extremely high
specs are
 
i7 9700k 4.5 GHz (for now)
2080 super
h80i liquid
msi edge
 
I get good temps and good performance sometimes but on alot of games my cpu usage reaches 100, like alot. This is making it hard to have a smooth experience and I cant stream games AT ALL. This is so conflicting because people are streaming the games i try to with WORSE parts. I stocked out the GHz on the cpu to see if that would help but its the same result. Is there anything I can do or did i just get unlucky. I also saw through benchmarks that the i7 9700k has a higher usage than any other cpu in its class, but i dont think it should be to the point where im at a constant 90+ right?

Why are you streaming off the CPU when you have NVENC built into the GPU?

i am using NVENC...also 90% of the usage is from the game itself

What games? IIRC the 9700k is 8/8 which is challenged by a lot of games today.

Do you have the CPU overclocked to 4.5 GHz across all cores, or is the CPU Turbo Boosting up to 4.5 GHz?

If you are doing a manual overclock, what Core Voltage are you using?

Also, what motherboard are you using (make and model) ?

 

Your Corsait H80i might be a little on the weak side, especially for an overclocking i7-9700K.

@-rascal- all core 4.5 ghz and around 1.3 voltage and i thought the clocking was the issue aswell until i reset all the settings. 

                 also if the temps are good can it still be a cooler issue? 

                 Motherboard is a MSI edge z390

                 

Also this is probably a dumb question but is it even possible for a cpu to work if its in the wrong direction

I recently upgraded from a 9700K to a 9900K. I was seeing very high usage in some games (Ghost Recon Breakpoint, for example) so It was obvious that the lack of hyper threading was a factor. The 9900K shows at least 20-30% lower utilization in games. I was able to sell my 9700K for almost the same price that I paid for it so it was worth it for me.

@Bobbysixjp Thats what i was planning on doing but i really wanted to see if the 9700k was just THIS bad or if i got a faulty cpu. Also where did you sell your 9700k?

You can't put the CPU into the socket in the wrong direction.

The CPU socket on the motherboard is keyed, so it only goes in one way.

Putting the CPU in wrong will also kill the motherboard and/or CPU.

 

Okay, so the motherboard is decent.

Do you have Multicore Enhancement (MCE) enabled in your board BIOS settings?

What is your Windows Power options set to?

 

4.5 GHz all-core overclock with 1.3V isn't too bad...

What are your other voltage settings? E.g. VCCIO? System Agent voltage?

What CPU Load Line Calibration setting are you uisng?

 

What case are you using, and what is your cooling fan configuration?

Well I live in Japan so I sold it on an auction site here. It seems that the 9700K will start to struggle sooner rather than later because of the lack of HT.

Oh jeez....that case...where the front 3x fans have like no airflow.

That case makes the front 3x fans useless, because of the solid front side panel that is almost RIGHT up against the fans...

(I don't know what Thermaltake Engineers / Marketing team were smoking when designing this case)

 

Just to test temporarily, take the side panel off, and run some tests / games, and report back the temperatures.

 

Supposedly, you can also mount fans on the right side panel.
