I am looking to buy 4gb ram stick and i found one 4GB 2400Mhz but CL19,will i get worse performance because of that or no?

Depends on what you do with it, but you know it's DDR3 right?

Cinebench R15 Single thread:168 Multi-thread: 833 

SuperPi (v1.5 from Techpowerup, PI value output) 16K: 0.100s 1M: 8.255s 32M: 7m 45.93s

No way, JEDEC spec calls for CL17 at most for 2400MHz, so it can't even call itself DDR4. Guess that means it's a binning reject of DDR4 and is completely garbage.
