4k lags a lot

Alright so for some reason I can edit 4k videos just fine in premier pro. I wanna watch videos before I import them though. In windows all video players stutter at 4k. This was not an issue until windows updated yesterday, the videos are 4k60fps from an iphone which have always worked fine. In task manager the cpu is like at 5 percent while the rx 570 is at 100. I do not understand 4k 24 works fine and on chrome 4k60 works well even 8k at 30fps.

Probably a bug in the new update that they will fix very soon.

Very chances you have tried the following, but in case you didn't:

1) Update Graphic Card drivers.

2) Change Power plan to High Performance.
