Slow internet Windows 10

My Computer is having slow internet I have a 300 down 30 up plan but am only getting between 15 to 200 down and 30 up . My pc has a gtx  1070ti an a i7 8700k

Try using 3rd-party firewall like SimplyWall or TinyWall and try to check what connections are there using your internet speed. If there is nothing except Chrome with only SpeedTest opened, I'd say try updating your router or install a custom FW like OpenWRT, OC it (yes, you can overclock routers under certain conditions). Also a good thing to do is to update your NIC drivers and try TCPOptimizer for some more of this little improvement.
