CPU Cooler starts and stops, cant acces BIOS

I started building my PC, but my cpu cooler starts spinning but stops as I turn it on. All RGB lights work(mobo and fans), my GPU spins, tower fans spin, just the cpu cooler stops spinning. Whats more, if I connect HDMI, nothing happens. My suspicion is that the motherboard cuts off power to the cpu cooler and doesnt allow hdmi connection. Ive read and tried tons of things, including removing and reapplying the cooler.

Any help would be appreciated!

 

Mobo-Asus maximus hero 11 wifi

Cpu cooler- masterliquid ml240r rgb

Cpu - i9-9900k

Gpu- RTX 2070

Ram-2x16gb corsair vengeance

If first time PC build then make sure all cable connections are correct. Do you have the CPU power connectors attached to the MB?

I believe every connector is correctly plugged in.

I have

24 pin and 8 pin from the PSU to mobo

 

A SATA connection from PSU to HDD and rgb controller

A PCIE for the GPU

A peripheral for a tower cable.

Maybe check CPU pins all ok and GPU properly seated

How long is the system "on" for?

 

I ask because if it essentially flickers (meaning the fans are on for less than 1 second) then I would expect you have a short on your mother board. Ensure you have all of the motherboard standoffs in the correct spots. If one is touching the board where it isn't supposed to, the board will cut power to prevent a short.

The system itself doesnt turn off, but the fan will instantly turn off. I will check for the board touching anything else/standoffs.
