Pc power-cycling when turned on

Everytime I try to turn on my pc the fans begins to spin and shortly after they’ll stop. I’ve tried turning it on without any RAM sticks, without my GPU and it’s the same results.

My specs is the following:

GTX 1070

i7 9700K

Gigabyte Z390 aorus elite

2x8 G. Skill Ripjaws 2666 mHz

Case: Phanteks P350X

Psu: RM650x

It shouldn’t be a PSU issue since it’s new like the mobo
