PCI-to-PCI bridge error

Asus X299 WS Sage

Slot 1: ASUS GTX 1060

Slot 2: Empty

Slot 3: Intel gigabit adapter

Slot 4: Intel gigabit adapter

Slot 5: Intel Optane 905p

Slot 6: IRIG time capture card

Slot 7: Empty

 

I am having issues installing an IRIG time capture PCIe card in one of my work machines. The only sign I get that the computer is connecting to the card is an error in the device manager, see screenshots. This occurs before and it unchanged by installing the card's drivers and software. I've tried removing every other device, except GPU, and other slots to no avail. I've disabled driver signature enforcement. Anyone here seen this error before or understand the intricacies of PCIe devices with this motherboard? 

 

Note I tested the card by installing it into the first slot of another machine(7700 on a H170 board I think). It was immediately registered as an unrecognized device. After installing drivers with no issue it was listed in Device Manager under its own grouping titled "Radio Clock".

Obligatory I fixed it myself, but heres the solution for anyone googling in the future. Disable the PCIe Native Control in Windows, see attached for details.
