So I just bought a scimitar to replace my current mouse and its lacking the page back and forward buttons

Anyone know how i can reprogram this to a macro in iCue

Just mess with the software, i havent use iCue but i am sure its not rocket science..how hard could it be.

You can assign mouse clicks directly to any key on the keyboard through iCue. You just add an action, make it a mouse button click, assign back or forward to it, and then assign it to your desired key.
