WTF is happening

A few days ago my computer started showing low performance in games. I used to get about 120 FPS in Dota but it suddenly I'm getting about 1/3 the original. I then installed Afterburner to monitor the GPU and found that the GPU clocks were pretty much staying at idle speeds(you can check it in the link below), never even touched 300 core. I updated driver and everything but nothing seems to help. Windows power settings is also already on high performance.

If the OS , game , and drivers are being allowed to update and change then the consistency and performance of the machine is going to be subject to change.

Are you running the software exactly the same as when it was at 120fps? or has the os and game and drivers been allowed to change between that time?
