I am looking at a strix r9 390 for $81 usd used for light gaming for 2 years good buy in 2019?

It's slightly behind a RX 480/580 and 1060 6GB, so it's fine if you are targeting 1080p 60hz.

I am targeting 144hz low settings is that ok?My cpu can keep up

Very much so. I'm fairly certain they draw allot of power and run hot.

Because high heat output of AMD's inefficient architecture. It can put out more heat than the xx80Ti cards from Nvidia both at stock and when overclocked (and the difference just gets bigger as you near the frequency limit).

If you redo the thermal paste, put the cooler back on properly and use a good airflow case, it should be cool.

There might not be a good choice for using 2+ years.

 

Hardware Nexus got a good video about it not that long ago. It performs nicely between RX 580 and 590 in many games, but some falls under 580 and even 570.

But it's hot, loud, consumes a lot of power and it's pretty old.

The Gigabyte R9 380 4GB does a fine job at 1080P medium - high settings, in fact in a number of new titles it can get away with some ultra settings and still hold 60 FPS.

Yeah it will do. But i rather save up a bit more and get a 1060 6gb. Less vram but it is faster,run quiet and cool, doesn't draw a lot of power.

How about used rx570 / gtx970 /1060 3gb 

they should be just under $100 while newer, cooler & consume much less power
