Games lagging with low GPU/CPU usage on high end system

Recently I have started having problems recently with several games lagging while the GPU and CPU usage are both below 50%. I have provided a link to a video captured with shadowplay of some borderlands pre-sequel gameplay with riva tuner showing the core usage on the cpu and GPU usage. All in game settings are set to the highest they can go, Vsync is off, framerate is uncapped. I have also had this issue with PUBG with FPS dropping to 40s and GTA V average fps between 40-55.
 

Specs:

  • i7 6700K @ stock
  • 16GB DDR4 2133 Mhz
  • RTX 2080 8gb @ stock 
  • corsair rm650x psu

Make sure you have the latest drivers for your gpu for starters, also what resolution are you running at

Running at 1080p using 417.71 because of Issues I was having with apex legends crashing
