Multiple connections in one system

Hi! So, I'm not totally clueless in networking, but I'm far from good with it. 

So, a friend from the states explained an issue to me today. 

Apparently, he has a limited amount data on his home wifi (is that an actual thing??), so when we play, he usually uses his phone as a hotspot via USB to actually be able to play. It's working pretty fine in general, but his phone can often run out of data as well. So, his question was basically, can he "split" the useage of internet between programs in windows 10?  

I'm assuming it's no from the get go, but shouldn't it technically be possible through a VM?

If his "Home Wi-Fi" is the wireless router from the modem, then sure, limited data is a thing to the outside world.

 

Also what do you mean by split? Do you want to use both at the same time and split them evenly? If that's the case, that wouldn't work. On the application side it's easier to just pick a network interface and talk over than than to somehow pick and choose which one to use every time it wants to send or receive something. And sending packets over two different interfaces will likely wreck havoc on the order in which data is not only sent, but received.

basically what hes currently doing is the best most effective and SIMPLEST way of doing it. i'd reccomend he carries on doing what hes doing
