Ceramic capacitors have much lower ESR and inductance compared to those polymer capacitors used on cheaper models, so no doubt the capacitor choice does matter a bit. 
Problem is you have to use quite A LOT of ceramic capacitors to replace a single polymer capacitor, because a polymer can have hundreds of uF in that footprint, while very good ceramic capacitors will be usually 10-22uF, so you have to parallel a lot of them to get the capacitance required.
 
As for boost table being a problem...  yeah it's possible, but think of it like "video card boosts too hard, which means the cores suck a lot of energy all of the sudden, and that energy comes from the capacitors, if the voltage regulator can't react fast enough to pump the energy" ... so of course, by "relaxing" / fixing the boost table, you're not drawing less energy, so the capacitors don't discharge that much, the vrm has enough time to react and top up and keep the card fed with energy and everyone's happy. 
 
You could make an analogy with a car where you say "the car is faulty because tires brand A (polymer caps) explode at 200 miles per hour while tires brand B (ceramic caps) work up to 210 miles per hour" and the manufacturer says "we fixed the engine to limit the car's speed to 199 miles per hour so now the car's tires won't blow up" and you say "oh cool it was not the tires, it was an engine fix."

The difference between brands are marginally small, but rest assure even the worst one can beat the best 2080ti.

Nothing inherently wrong with ZOTAC cards. It'll be interesting to see which 3rd party coolers can keep a 320W GPU tamed, but considering that they're sticking to stock speeds with a triple-fan cooling solution, I don't expect problems. 
 
And hey, if it sucks, just sell it on Ebay for 2X MSRP and don't tell anyone.

yeah, zotac is a reputable company, it will be fine.
