Swaping cpus and software always ends up wrong.

DDU your drivers, do a clear CMOS

If this does not help, nuke your windows and start over.

i'm guessing about a 3% difference, something like 2000 vs 2100 boost clock, which doesn't scale linearly. if you get unlucky and get 1950, then the margin increases to about 4%

it is fine. your cpu is not fully idle it is doing something.

your cpu being  at 74c at full load is pretty good .

There's nothing wrong with using a NAS drive over say a WD Blue or WD Green desktop drive. They're rated for higher operating hours and although it is considered that repeated spinning up/down of a drive may cause unnecessary wear that wear would be the same regardless of NAS or desktop series of drive so there's really no reason you can't do what you're looking to.

Not sure about that psu. 700w is plenty. I would make sure to go with a new power supply as the old one could fry ur new system. Make sure it is at least 80+ gold certified. I have been using an evga psu for 5 years with no issues. Corsair psu's are also good. But 80+ gold or platinum depending on budget. Never cheap out on psu. As for the case..its mostly what u like the look of. Look at reviews. Mostly if u spend 80 bux or more its prolly fine. Fans 2-3 in front pushing air inside pc. at least 2 fans on top pushing out. and 1 at the back pushing out is a good rule of thumb. Good luck

Definitely install windows on the SSD. Boot times are waaay faster. Seagate hybrid drives are great for your second and third drives. Use these to install most games/movies. Use ssd for frequent programs like firefox/chrome and a few games with long loading times like gta 5. Hybrid drives are great balance of speed/price. THey are close to the speed of ssd in loading time in game/not as fast for loading windows though. I recommend the seagate firecuda 2tb hdd. Good system and have fun with ur first build dude

NAS drives are just built to a better standard with a few special features designed so they work well with a few drives next to them.
right now I'd probably just grab a 5tb x300 or by an external drive and pull the case off

    This is incorrect!

X570 motherboards do not support first generation (14nm) Ryzen parts. This would be the original Ryzen 1600, 1700, 1800x, etc as well as the 2200G and 2400G.

Now, an Ryzen 1600 AF is a very unusual case. It is a 12nm CPU so it *may* work. I doubt that very many people have paired a X570 motherboard with a Ryzen 1600AF.

Now, there's absolutely no reason you should ever buy a X570 motherboard and even be considering a Ryzen 1600AF. You'd be much better off getting a low budget b450 board and saving the money. You don't ever want to buy more motherboard than you need. It's just $$$ being wasted.

If you get a B450 board the roughly $50 (probably more) you save can go towards picking up a better CPU, a GPU upgrade, ram, power supply, or a tank of gas.

The tank of gas offers the same performance boost as getting a X570 board to pair with that level of CPU. 😂 Aka 0%

Can't verify this but specific use case. But all AM4 motherboards support all Ryzen CPU's, with the exception of some A320 motherboards and 3rd gen Ryzen I believe. Not that getting an MSI Meg X570 and an R5 1600AF is recommended simply due to the obvious budget disparity. But yes, I am confident in saying that it should work.

Use CTRL+SHIFT+O do open radeon overlay, might display something different.
Maximum GPU clock is usually not an indicator of how the iGPU is loaded, the RX 580 does the same thing with light GPU load, FULL trottle on Clockspeed, 50% on GPU load. There is also settings that can down clock the GPU in radeon settings when the load is not at max but i don't recommend doing it.
Edit: i would look at CPU not the iGPU if the PC get slow, maybe windows updates too.
