Found out what the issue was
 
I did a reinstall of windows and checked all the connections, apparently only part of my 24pin mobo power was connected, so I connected the other part and now OC mode is stable and voltage went up, no more crashes and streaming at like 400fps now.
 
I didn't even know the i9 could run off of 18pin instead of 24pin but ok
 
Also got rid of geforce experience, that program for noobs

yea, at this point I figure if the 2080ti is 700$ more expensive than the 2080 for like 20% more performance, I dont think another 200$ for the OC version is going to do enough good to justify the money being added
 
 

I can't answer but I made a search and I found. It's not 2080 Ti but the answer is same :

cheapest 2080ti I found in general online was 1400$
 
cheapest strix one I found was the one I bought for 1699 plus tax (15%) and shipping (paid for the 33$ 2 day) , and some used ones for 1500$ but I dont buy used

I need to lose some weight anyways so not being able to eat because of this will help.
