3700x, get 2 more sticks for 32 gb 3200mhz, gpu of your choice as r9 is a bit slow these days, also maybe get better PSU

Update motherboard bios, slap in a 3600x or higher, upgrade to 32 gigs of sweet juicy ram. I would think about getting an evga supernova g2 750w. Bigger sata ssd or nvme storage for convenience. Gpu anything around 2070 or higher. Really up to you and how deep you want to reach into your pocket.

as long as there aren't any holes or punctures in the heat pipe, it shouldn't damage any other components. From the pictures, it looks like the copper is just bent without any punctures. 
 
If so, it'll be fine to install, but if it was damaged in shipping, you might as well request a new one from the vendor/manufacturer

It would be helpful to know what colors you wanted, what you will be using it for, do you need a monitor to go with it, and what form factor you wanted.

Depends what you're looking for.  ADATA's SU630 line has been topping GB/$ charts recently, at least here (not sure about other countries), and would probably be a good value for solid state bulk storage, though due to its QLC and DRAM-less nature, I wouldn't recommend it as an OS drive or anything else where a lot of activity besides reading will take place, particularly if performance matters.  Stepping up a bit, you see a mix of the typical options - WD Blues, other slightly nicer ADATA offerings, low end Crucials and Kingstons, as well as 660p drives from Intel and a variety of "no-name" questionable models.  Beyond that you start getting into what I'd call midrange, at least for SATA SSDs - something that still costs a lot less than the latest Samsung 8*0 EVO, but is a solid performer in its own right: Crucial's MX500 line.
