Ur fine, those temps are kinda high however, might wanna try check if its an airflow issue you can also use Ryzen Master to underclock your CPU, very simple to use and shouldnt shorten lifespan

Unless ur Monitor is 144hz already, u should buy a 144hz refresh rate monitor, i recomend aoc g2590fx
For GPU you can go with the Zotac Gaming GeForce RTX 2070 Mini 8GB GDDR6, it might be a little bit overbudget, but ur saving in another parts so you can afford 50$ extra,
For CPU definetely Ryzen 5 3600X
Buy 2 extra 120 or 140mm case fans, depending on your chassis
For peripherials you should find ones that you feel comfortable for you, since these are different for everyone, i personally recommend the Duck Mini 2 as keyboard and Glorious Model O as your mouse, and G430 Logitech as headsets

The reason G-Sync is so expensive is because unlike AMD it's not a software that is installed on the monitor and is open sourced, its a specialized chip which is harder and more expensive than FreeSync.
So the answer to your question is:
No you cannot find a relatively same priced G-Sync monitor.
Unless you have 400$ and willing to spend them on a monitor its unlikely for you to get a G-Sync monitor

No, you will want a Z370/Z390 motherboard for overclocking. The H310 motherboards are more suited to the Pentium CPUs, not the unlocked Core i5/Core i7 "K" CPUs.
