Not really sure about your usecases but I can easily recommend lenovo's laptops.
The thing with lenovo is you're best off buying a lower end model and upgrading it, their upgrades are good, but they are expensive as well, so I guess in your case the question would be whether you are comfortable with opening your laptop, but Lenovo has a generous upgrade policy of not voiding your warranty unless you break the laptop yourself while upgrading, with other companies it's often the case that opening the machine up voids the warranty instantly.
If you're looking for peak performance I recommend a self upgraded lenovo legion or a pre-built asus zephyrus (these can generally be upgraded easily as well, however I'm not sure about asus's policy on upgrades).
If you're looking for something more portable a dell xps should do the job.

I know there is a demo version on PS4, check if there is one on PC too? Personally it isn't my type of gameplay but I watched the whole game on youtube (alternate endings and all), love the story and music.

If you're into the genre, then yes absolutely worth it.
Note that you basically have to play the game twice from start to finish to actually finish the game... and has some quirks which make it really interesting game

Just get yourself a good enough GPU (970/1060 etc.) and more RAM. CPU might be enough, NOT SURE THO.

You are right. I buy all of my pc parts off Taobao and Aliexpress. I bought this pc cooler for $1.5 usd shipped in China. But it is still cheaper to buy graphics card in the United States.

And it never will because AMD have made a tensorflow port that uses HCC instead of OpenCL (which is mostly dead and dying as an API at this point). The AMD Tensorflow can be found here. The installation is not at all easy if you're not experienced in Linux. AMD don't support Windows at all for this stuff. You also need R9 Fury or newer, ideally Vega or RX series (doesn't say in guides but I tried R9 290 and it didn't work).
There is no hard and fast rule. It depends on the workload, program, etc. For Tensorflow you can do it.
The architecture of the GPU doesn't matter as long as it is supported. Tensorflow currently needs CUDA® Compute Capability 3.5 or higher. This is supported by GTX 700 series and newer (except for 760/770, which are rebranded 600 series).
SLI is for graphics rendering (such as games) only. It is not used in compute and is not needed. Only NVLink can be used for compute and only on Quadro class cards, not consumer ones. From what I have read NVLink doesn't do much for Compute workloads which can be split easily across GPUs and so it isn't needed for Machine Learning uses.

Win+R and running dxdiag will tell you the GPU, which helps narrow things down a bit, but not the graphics card.

If it has 3 fans and it's current gen, there's an enormous chance it just shuts the fans off when the GPU isn't hot enough to justify airflow.

Nowadays most if not all video cards just turn the fans off until it reaches a certain temperature. No need to worry unless it doesn't even turn on while gaming.
