Check if the fans are damaged, if the fan is damaged it might be heavier on one side causing it to bounce and vibrate while spinning.

Try plugging the pump into the CPU_FAN header and seeing if it'll boot. Either way, there's a chance your pump is dead.

I've seen a ton of Kraken X62 pump failures, even DOA ones. I'm not calling it as a dead pump, just saying there's a possibility as it seems to be somewhat common on X62s. Again, try plugging the pump into the CPU_FAN header and see what happens.

Sounds like it might be a dead pump. Do you have another cooler of any kind that you can test to rule out a faulty fan header?

See what happens if you use that instead of the X62. If it behaves the same, it might be a problem with the board.

At idle? Might be a problem with thermal compound. Or Intel's bad stock TIM under the CPU's IHS

You might have to delid and replace the stock TIM, or on-die cool it.

RIP. All I can really say is delid and hope for the best. On-die cooling would also be something to try, just make sure your thermal compound isn't conductive.

Change the motherboard to the Prime Pro, and the PSU to something like the Focus Plus Gold.
And maybe the AiO to a 280mm, or a decent air cooler

There is many more cons to 4k gaming monitors than there is pros. Personally I would go for the 1440p.

You'll have to decrypt and break down all the parts and pieces of the software, figure out a way to reverse engineer the OS to be compatible with standard hardware, and then hope you don't get sued into oblivion when you release it.

I'm planning to build a video editing PC and I'd like to hear your opinion about this setup.
MOBO: ASUS PRIME X370-PRO (mainly for upgradeability for later and the USB-C port)

Case: I already have an older one wich will be fine.
I have around a 1000$ for the build. I want to be able to edit 4K videos (even if it is with 1080p proxies), but later I really wanna learn color grading wich process heavily relies on the GPU.

I'd say go to a ryzen 5 1600 and a gtx 1060 3 gb because that has a lot better price to performance and the 1600 comes with a pretty decent cooler especially if you're doing light to no overclocking
