Might be able to save a little by using a lower wattage power supply, obvious still go for a reputable brand and ensure its high quality, but 650w is more than you would realistically need for this config.
Others may be able to correct me though

I assume you are using Windows 10.

Did your Windows just update to the Spring Update?
If so, you might have to go into Settings -> Privacy -> Microphone and toggle on the "Give apps access to the microphone" or something.. Mine is in Norwegian, so I'm not 100% sure what it says in English

    Ok I feel incredibly stupid

I tend to say "no" to everything windows asks for permission due to the windows data collection bullshit

This a very solid base already, you can actually make a much more conscious choice here, using your i5 to update the H110m BIOS you'll be capable of slapping the i7 7700 (locked) which will outperform the i5 8400, still lags behind the i5 8600k but at this level of performance you already have every thing you need for gaming.

Since we the i7 7700 has had price cuts and we're re-using the motherboard we can now throw money at what truly matters the most for gaming, the graphics card, you can get a GTX 1080 or even if we're lucky the cheapest possible GTX 1080 Ti for a much higher gaming performance.

From someone who has a locked i7 6700 paired with the GTX 1080 Ti I can assure you the gaming performance is spotless I can do 2560x1080p80hz all max out on any thing.

Quite frankly that would be the route I would go myself for the best money management, as much as newest CPUs sound sweet do not forget that what will always weight the most in gaming is the graphics card.

    Cheers!

let's hope they do!, ill take the 10 FPS hit from 1600 for the future upgradability, as next year I will have the budget to upgrade to the Zen+/2 flagship
