Hmm. I do know that I had a problem with the new NVENC when I first tried it and did a Windows Reset worked pretty well. I don't know what the issue was, to be honest. Could have been drivers, could have been just about anything for my system lol.

Here. The previous lists were missing PSU (dont know if it was intentional). I changed the GPU for a cheaper 1060 since you don't need Strix when you're not going for looks.

I don't guarantee the mobo, it is one of the cheapest capable of running R7 under 100°C with most OC scenarios

B350 + 1700X + AIO = burned house and dead kittens

I use 16GB of ram and have no need for any more than that. 

Don't forget the AM sockets are PGAs and as such zero insertion force. If it doesn't drop right in DONT force it. 
 
I would swap to a r7 1700 and just OC the rest of the way myself.

Are you doing 4k or above video editing? If not 16gbs of RAM is plenty
