Depending if the CPU will be overclock that will affect the demand on the VRM as well.

There's also owners of the strix reporting oc to 1400mhz possible.

Asus basically took the same cooler from strix 1080 and gave it to the rx480.
it was dead quiet under full load.

Might want to research into XFX GTR one, thats supposely the best RX480 from what I've heard.

No need but u may need more lower wattage psu.
Only titan xp in 8way sli will consume that much of power.
 

I was seeing roughly 1.3kW from the wall if I recall correctly. 

I can tell you about the fans, as I testing out different fans on the radiator for my home server build. I had the Corsair SP120 with LED and it was barely acceptable performance for a 120mm fan. It was quite noisy around 26dB which I had to slow it down. They are replaced by Noctua P12 which is dead quiet at full speed, dropped CPU load temps by about 3c delta. Noctua also has longer warranty and MTBF rating. 

Should be fine, it's a high-capacity unit by Enhance and had OK reviews. Use it til it dies

Why would someone need a lower watt PSU? You might strike a bit higher efficiency numbers, but any computer can run on a 1200W

Yes, cloning is an exact carbon copy.

Don't think a bad TIM job would kill it. See if there's anything else like shorting or uneven pressure from the block to pcb.
