    Alright, so I've found my problem and come to a final conclusion. As I was checking my drives by unplugging and re-plugging them in one at a time, I noticed that there was actually a FIFTH drive in my pc. It was a 2TB WD blue drive I had forgotten about because it was supposed to be my long term storage drive, well after plugging just that one and the boot drive in, it caused the extra 45 seconds of lag time. Turns out, that drive is completely destroyed somehow. I first tried shifting multiple power and sata cables in my own pc and neither the partition manager nor the bios even detected it. I even went as far as to swap it into my father's pc to double check and it was the same on that computer. So on the bright side, I sped up my pc a lot (I also was having some weird crashing issues last summer so I'm guessing that's what was causing it), but on the other hand, I have a destroyed drive with a decent chunk of important data. I cant say I'm that surprised though, this is my FIFTH hard drive from WD that has corrupted or destroyed itself within a year or two of ownership(Yes I keep my computer very clean of dust and the temps low as well as humidity).

    Leave it as-is where you see the BIOS splashscreen the entire time

    Great, that answers one question. We know it's the BIOS and not anything to do with windows or the drive speeds.
     
    Next, I'd suggest disconnecting all USB devices except a simple keyboard, and all drives except the boot drive.

    Now that's... strange. Check if you have any other monitors plugged in (unplug if so, leave only a single monitor), try a different monitor on a different port of the GPU if possible.

    Time how long it takes for the windows logo to appear. The BIOS time will not change based on OS settings or drive (assuming the drive isn't messed up)

    1gbps is the speed to your local network not the internet.

    You actual internet speed is always capped by the lowest one in the chain (going from your PC, to a cable, to your modem, to outside, to the website/service you're connecting to and back).
     Your PC's network card can to 1Gbps, but something else in this chain can do 75Mbps max, giving you that speed.

    1 Gpbs is the speed of your network port on your computer.
    Your ethernet cable can also do 1Gbps.
    The ISP is what limits your internet speed.

    no the plug in the back of your pc tops at 1gb, your actual internet connection is 30mbps from your isp, unless your router is garbage, but more than likely its your isp

    Ethernet speed is the speed of the controller for the cat5 connector, it doesn't take into account anything past the motherboard (or pci/e card, wherever the connector rated for it is).
     
    When you measured the two different computers, were both using wired connections?

    What you're paying your ISP is what is capping the speed.

    Probably not your router, it's more like the copper (or fiber) going from out of your house to your ISP's center (keep in mind, with copper mostly, the speed decreases the further it has to travel).

    Because Youtube itself would include the videos. Limits how much you can download in terms of space. Or, because, the products service different use cases.

    Yes and have way more fluid and can leak.
    So a normal air cooler will be the better choice and will last forever, not just 5 Years.
    There isn't much that can go wrong with it, besides the fans. It might loose a bit of cooling power however.
    With those Liquid Coolers you propagate there is the pump wich can be annoying according to some people and also the tubing is made of rubber wich also will go wrong at some point.
     
    So you have at least two more points of failure as for normal Air Coolers there is nothing to go wrong - no Pump, no rubber tubing, just a piece of metal with some metal tubes...
    It might corrode a bit, if you're unlucky, but there really isn't much to go wrong here...
    No and you have to find a place to mount the radiator.

    AIO water coolers are actually in some instances louder because of the pump noise. 
     
    There is actually a silence factor, and it is one of the more silent cases on the market

    The pipes are filled with a low vapor pressure fluid, it basically evaporates near the CPU and carries the heat to the fins where it's cooler and will condense the fluid make it's way back to the CPU area for cooling.
