Make sure there is a setting where you can set your own ISO shutter speed and aperture, in case its not a DSLR or mirrorless, aperture can't be controlled.
If the assistant has no idea what you are on about, ask for the help of someone more experienced.
I have seen first hand assistants recommending crap cameras that were left over to people who don't know what they are looking for, while a pretty nice DSLR was at a very similar, if not lower price point.

The standard HTML/CSS of course. After that I highly recommend PHP.

I would ask what photos do you wanna take?
For good ole everyday photos, I would grab a Canon EOS 1300D

You should be able to find one with 18-55mm lens for around your budget.

Don'tr trust me fully on this recommendation, I'm nowhere near knowledgeable enough, but the review should help you find out whether your needs will be fulfilled by this camera.
If you need a bit of zoom, grab a 55-250mm lens as well if you can.

Go to a store or wherever you plan to buy the camera from, look at cameras that fall into your budget range, pick one you like. Almost any camera is good enough for a beginner.
After you get the camera, read the manual so you understand what all the buttons on the camera and settings in the menu do. Take a few snapshots, look at the photos on your computer, do some research online to get an understanding of what you may be doing wrong. Study, learn, practice, experiment, think.

Because you are new. I will explain some stuff for this forum. You can "qoute" posts, so people you reply to will get a message. So they can help you more quick.
Second. On the right of a message. You can 'rate' that message. You can choose between "Agree", "Informative", "Funny" and "Thumbs Up".
And yes, by looking at their shipping page they ship worldwide.

I don't know about the PSU. Otherwise it looks pretty solid. Is 500GB enough for you? GTA, like you mentioned is 60GB if I'm not wrong.
Look into Corsair or Coolermaster for a solid PSU.

Tristanus reacted to JefferyD90 in Someone help, i hate gaming without sound!
Make sure you select them as your default audio device.

Tristanus got a reaction from DexterSmythe in Recommend an SSD and do I upgrade my secondary HD?
I personally have an Adata SSD. I'm really happy with it. It should cost a little less than the 850 EVO.
Also, It's with upgrading your harddrive.

Tristanus reacted to vorticalbox in I'm I Choosing Right
Development requires very little in terms of raw power. that laptop is more than enough.
-
Tristanus got a reaction from liamgo417 in I'm I Choosing Right
It's not bad. What @vorticalbox said, programming and development require almost no raw power. This should be rock solid.
