    It's hard to tell, but I think he actually is. You should also check out his video about Minecraft. He actually says on there that if you play Minecraft, you probably also molest children.

    I never really noticed that. I was too busy being awestruck that I was finally playing a fairly new game on a new system, something I've wanted for a long time now... However, I would say the stuttering for me is probably like the aesthetic for you. I wish it was different but try to tolerate it. Are you sure you didn't tweak anything to get smooth framerates? You don't even get framerate drops in cities?

    Please, console gamers...don't be this guy. This is an updated video to one this guy made. He is an XBox fanboy, and he makes it pretty obvious. He has absolutely NO idea what he is talking about most of the time, and is just...the worst. However, the video is good for a few laughs!!! 
     
    By the way, here is my reaction/reply video to it. I wonder if he will ever watch it. Also, might be good for a few laughs!

    Oh, and the guy he talks  about at the beginning of that video...yeah, that's me. I'm the one that's been sharing his videos, and mocking him. I legit TRIED to  be nice to him, and educate him. Nope. Didn't happen. He just started throwing insults, calling me a PC elitist fag. Well dude, I have more consoles than you do...so...yeaaaaah.

    Have you tried un plugging it and re plugging it in?
     
    Aw I'm sorry. First thing to check is have you attached the PWR, RESET and LED headers from the power switch etc on the front of the case on to the motherboard correctly. They should not only be in their right position but also in the right orientation as well. This information will be in your motherboards user guide.
     
    Also check the little I/O switch on your PSU... how many times I have forgot this myself I couldn't even count

    It's plenty for me, especially since I don't play competitively at all. I have two big reasons, one only a little less important than the other, to get a new monitor. The first and foremost reason is resolution. I'm using a 1366x768 television! The second is Freesync. I've found that, since I've spent years instinctively setting all graphical settings to minimum, I'm rather sensitive to the smallest stutters and it truly bothers me when something isn't running smooth all the time (cough, cough, Fallout 4). I'm hoping Freesync will make it a little or a lot smoother.

    Yeah I know, but a 970 was mentioned and in that case a 1070 would be a bit more than that. If the OP suggests a total budget maybe things can be tweaked for a better build.

    No this is a normal connection sound. If you are worried by the noise then just plug in your PSU prior to plugging it in at the wall!
     
    But don't worry you wouldn't have caused any problems!

    It just happened again and i decided to fool around with some settings to see if anything worked. i went to the nvidea control panel and clicked through everything. when i clicked on "adjust desktop size and position. it brought up the overlay and showed two screens, split down the middle of my monitor. it was adjusting them both at the same time. Now im thinking it could be beacuse of dynamic super resolution rendering starting to render the images at 4k and then mistaking my screen for being one of the 4k panels that has two screens inside. just a theory but we'll see where that takes me. And now that you mention the single screen performance settings it seems pretty consistent. I'll keep trying stuff

    I agree with what @dany_J92 said. I was concerned about cooling, but I haven't done any overclocking and my CPU temperatures are just fine with the stock cooler.

    I think instead of trying to push the 970 any further, you should just try pushing your budget a little further and get a better card.
