Do you have integrated graphics on your old PC?
If you do you can get a super tiny mITX chassi like the Cooltek Coolcube V3+:
It's a bit over 20x20x20 cm, and super compact.
If you have integrated graphics it'll do great.
The node 202 is also very small, taller but thinner. Like a slightly bigger PS4, might fit a bit better behind the TV than the cube.

I recommend getting the 1700 (non-x) if you're overclocking, since the 1700 is basically just a 1800x with lower clockspeed (or so I've heard).
For your old build I'd just say.. Get an mITX motherboard for that one and add an mITX chassi?

First, get an SSD >=240 gb and migrate your OS (use PartitionWizard). Then get a new vidocard and add some ram. For ram take an 8 gig kit. GPU choice is very dependent on your budget. I recommend new AMD RX series.
That's is very good for now, but you can find some issues later.

You can throw that pc out of the window with this budget. Try to sell the parts, it's really easier to start from scratch.

1. Do you need an OS/Windows 10?
2. Do you need a monitor for either of the PCs?
2. Do you need peripherals? Keyboard, mouse, speakers, headset.

He could use the current rig as a home theater PC. He does not have to throw it out.

You don't need to purchase an entire new system. Since you have an FM2+ Motherboard, you can just get an Athlon X4 from the top of their Athlon line and an RX video card. Ram speed and CPU prowess is not the main kicker in games like Doom. Perhaps on CPU heavy titles like Cities XL and such.
