Basically all PSUs are compatible, unless you're talking about some ancient PSU that's 20 years old.
Just get a decent wattage, and something relatively high up the PSU tier list (it can be found on this forum in the PSU section)

you will not be able to fit an i7 in this budget. Something with a Ryzen 5 would make sense, sicne you also want a decent case, 250gb ssd and 1tb HDD

You probably want something like a FreeNAS machine. Just put a computer together with the drives you need, and install FreeNAS on a USB drive. As far as the Steam games, I'm not too sure (as I don't game much).

4790k is good imo, since performance improvement in Intel CPU (especially high-end) between generations is not very significant. With that budget, get a 1080Ti and strap it onto the old rig. It will be a good match with your monitor.
If you really want to get rid of it (though I will still recommend using a cheap sound card to replace the dead audio), then I'd pick the Ryzen build with some changes.
R7 1700X to 1700: You can overclock the 1700 to 1700X level if you want. All ryzen chips are unlocked (AMD is apparently so used to leaving the clock multiplier unlocked they forget about adding "K" suffix on the name).
X370 board to B350 board: B350 supports overclocking too. Just pick a board with more power delivery phases and you are good to go. Only extra feature from X370 is SLI support. Unless you want SLI, B350 is much better (especially for your wallet).
32GB 2400MHz to 16GB 3000MHz. Ryzen relies heavily on RAM speed, not capacity. Mind you mobos are quite picky on suitable RAM, so make sure you buy one that is marked to be compatible at 2933MHz.
GTX 1080 to 1080ti. With a monitor like that, you will need more graphical horsepower than a 1080.

After my old PC died on me because the motherboard killed itself and the CPU (i5-4670k) I decided to go for the Ryzen 1700 instead of the i7-7700k because of reasons for my new PC I reused some parts from my old PC to save some cost.
Specs:
CPU: Ryzen 1700 (new)
MOBO: MSI B350 PC MATE (new)
RAM: 16GB Crucial Ballistix Sport LT 2400MHz (new)
Graphics Card: Sapphire RX480 Nitro+ OC (old)
Case: Corsair 460X RGB (new)
SSD: 2 Crucial MX100 128GB (old)
HDD: 1.5TB Seagate (old)
PSU: Corsair CX600M (old)
Cooling: Alphacool Eisbär 360mm and Alphacool NexXxoS GPX with Eiswolf extesions (new)
Cables: BitFenix Extensions for EPS, ATX and PCIe (new)
My Ryzen 1700 reaches 4GHz @ 1.4V without any problems but I never tried going higher than this tbh. I think I still have a bit of headroom but 4GHz is totally fine for me.

I know my old card was a GTX but green is my favorite color no matter what hardware is in my system. I actually have the nvidia logo as wallpaper

Yes, SusieKyuu is right. Download AutoHotKey here. Then read through the quick start tutorial. When you know how to create a script and insert the following code into it (without the quotes).

This will make your F5, F7, F8, F9, F10, F11, and F12 keys function as Mute, Volume up, Volume down, Stop, Previous, Play/Pause, and Next, respectively. It will also make pressing ctrl + F5, 6,7,8,9,10,11, or 12 execute their original function.
Finally, copy your new script into your startup folder and it will automatically run upon startup of your computer.

I'm having the same issue here.
I was all hyped about the Floatplane Club (and about to buy a 1 Year Subscription) until Paypal told me that renewal payments are not allowed with my german paypal account.
