    Apache in my experience is really easy to manage on Windows, i'd recommend that to OP
     
     
    Without such a package you're only able to run a very basic website that would be tedious to manage, especially if you are intending to have several pages. A WAMP (Wordpress, Apache, MySQL and PHP) package combines the basics needed to start a easy to manage, fully interactive site. There are several different creators of such packages on Google.
     
     
    I'm guessing you know about IP addresses and routing? If not, you absolutely NEED to learn about that before you start. You need to first find out if your router's IP address can be accessed over the internet - this can be done by pinging it. If you don't know your router's public IP address, simply google "my ip" and it will come up. Next, go to your router and look for port forwarding. Forward all incoming port 80 connections to your PC. (DO NOT add the computer to the DMZ, unless you are running a server edition of windows/linux with all security updates set to automatically install). Next, guessing that you have webserver software on your PC, navigate to http://localhost, where you should see a page of some sort. Next, using the IP you got from Google, navigate to that, and you should see the same page. Now you should be ready to set up no-ip. (I use an alternative to no-ip, so can't help there)

    If you're running Windows, your options are either that or using Microsoft's IIS (which isn't that good IMO, but they have a web platform installer thing for easy wordpress, so to each their own I guess).
    EC2 is a hosted service by amazon. It basically gives you an always on virtual machine. For our purposes, it's a computer that's on 24/7 in the cloud (a computer which can host websites). Note that EC2 will require a credit card/phone number even though it's free.
