Problem solved, I have been looking through task manager and have found some useless applications that were eating away at my CPU. Thank You very much.

Turns out Malwarebytes was preventing the browsers from working. All is good now!

If its service host you wont be able to  change the priority on it as its a core service that bundles in lots of "required" stuff. Best bet is to download Process Explorer from microsoft technet (should be the first link on a google search) this will let you expand the svchost and see which specific service is using up CPU. Then we can focus the troubleshooting from there.

non paged pool memory leak (based on that screenshot) I'm betting its the e2200 network chip (had the same issue with this chip). Try this...
 
Open Regedit (start run type regedit)
 
Browse to HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Services\Ndu\
 
Edit the Start value to 4
 
Reboot
 
That short sort problems 1 and 2 as this will be causing the usage and then maxing out the page file when the ram is full.

Right click on one and goto Properties > Details tab and select Hardware ID from dropdown and post a screenshot of the VEN_****&DEV_****
 
suspect its probably needing some chipset drivers but not normal for that many to show up!

When entering the credentials, you will need to enter them in the format "domain\username", otherwise they will default to a (non-existant) local user.

Does the memory increase on its own over time if left Idle? When it does if you look at task manager are any processes using memory high enough to justify the memory being used?
 
If not then it could potentially be a non-pool/paged pool leak which can be a bit more fun to troubleshoot (need to use Poolmon to see whats causing it). Have you used this in your previous troubleshooting?

Biggest thing for interviewing at a tech spot -
 
Don't lie and say you know how to do something if you don't. It's easier to train you than it is to deal with wasted hours or having someone else go out to fix your mistake. A lot of times this will impress the interviewer that you're honest and willing to learn and looking to grow

Nice but get the 850 EVO SSD instead. Also dont go for WD RED go for Blue or Black. Is this for gaming or video editing?

try pressing shift+F10 while on desktop 

Seeing people online with 400MB/s + read times so that drive would appear to be capable of much more. Also the board you've linked looks like it will do the job
