  1. I notice this happens when for example the power goes out or if I disconnect the PSU and plug it back in - maybe there was a shortage in the electrical grid that hurt the PSU ? Is the buzzing noise could be a shortage somewhere, but it could also be a fan so I would suggest you unplug the PSU and test it (videos on YouTube show you how)

  3. Well since the variable seems to be the CPU in my opinion you just have to wait longer (sometimes electronics need longer than usual for switching/first time) - wait like 15 min So HIS cpu and mobo combo is working or not?

  6. I wouldn't want to carry around another phone just for extra battery life. Have you considered just buying a "regular" power bank? [don't know what Your use case is but it seems a bit silly to me to carry around an extra phone in case your main one runs out of juice]
