    You could use the Avermedia ExtremeCap U3, the latency is extremely low compared to others

    If you have a capture card you can just as well record with it I understand what you want to do though, quite smart actually..

    Just having extra monitors on a desktop or a browser or whatever wont effect your frame rate at all.

    Not a fan of windows 8 stock either...
     
    I use classicshell and rainmeter to juice it up...

    I just plugged in a new cable and will test it now.
     
     
    We do use VoiP and for my AntiVirus I use GData InternetSecurity 2014.
     
    But I think if one of those would cause the problem then it should be a daily issue

    In my opinion I do agree with the Judge that if your cell phone is on it is by all means available to be tracked and geotagged, but I DO NOT agree that the Government can simply track us without a search warrant.
