It would seem you are in the middle of the main college quest. It will sideline smaller quests while the major event takes place. You can likely continue when you have finished it.

I was playing skyrim and i started the quest Arniel's endeavor. I got 10 Dwemer cogs from muzlft and when i talk to him all he says is,"I can't lose my research, there has to be a way to save the college!"  Does anyone know what is wrong?
