Random frame drops and freezes GTA V

First of all this is my rig, I'm running W7 64bit:

Intel i5 3470

Asus P8B75-V

8GB 1333mhz Kingston value RAM

Zotac GTX 660Ti Amp! Edition

WD Caviar Blue 1TB

Crucial MX 100 256GB

Antec EA650W

I am having random framerate drops in GTA V, anywhere from micro stuttering to 2/3 sec freezes.

(pictures are a little bit misaligned btw)

As you can see when I get a freeze both CPU and GPU usage go down significantly. Micro stutters are mostly visible on the GPU usage.

Any ideas to solve this?

I micro stutter all the time in gta5, I assume its my sli though.

It sounds like thermal throttling for your CPU.

You can't see the name there but CPU temperature is right above CPU1 usage, as you can see the temperature is quite stable and doesn't go above ~60C.

That seems quite weird!

Have you tried turning vsync off or turning the CPU inensive settings down? Shadows, etc. Also check your gpu memory usage to see if it is above your card's.

Vsync is always off and my VRAM is always between 1.5 and 1.8GB. I tried turning most of the settings to normal but I still got the stutters and freezes.
