Black screen with mouse, but only in save mode

My os had some problems so I wiped my ssd and reinstalled windows, one of the problems being that once I booted into save mode instead of a login screen I got an black screen with a blinking cursor.
Something I had before in normal mode and the solution than was booting into save mode and removing all GPU drivers. But now it IS in save mode.
After the reinstall my system works fine, however, still a black screen in save mode... what could this be??
