500€ budget PC

HI! I'm making a PC for a friend of mine that has a budget of 500€. It's really stressing me out 'cause I can't figure out a build that is decent and doesn't blow his budget.
He'll use the PC just to play mainly LOL and a AAA title from time to time.

He prefers an Intel CPU.

Not inclunding OS and peripherals.

I live in Portugal.

What will he be using it for (just gaming or mrore)? What country are you in?Does that include OS/monitor/peripherals?
