My fans won't kick on in to high gear when my temps are pushed

Watsyurdeal

So when overclocking, I noticed that my fans do not kick into high gear when they should. Here's my specs

CPU: Intel Core i5-4690K
CPU Cooler: NZXT Kraken X61
Motherboard: Asus MAXIMUS VII HERO
Memory: Crucial Ballistix Tactical Tracer 8GB (2 x 4GB) DDR3-1866
Storage: Samsung 850 EVO-Series 250GB & Western Digital Caviar Blue 1TB
Video Card: EVGA Superclocked 750 TI
Case: Phanteks Enthoo Luxe
Power Supply: EVGA SuperNOVA 1000G2 1000W 80+ Gold
Fans: 2x Noctua NF-A14 IPPC 2000

I also have a profile set up in NZXT Cam 2.0, here's what it looks like.

What should happen, is when I am between 35-45 C, my fans are at 50%, and when between 45-55 C, they are at 75%. And beyond that they spin at 100%

I don't understand why they won't work, is there something I am missing here? Should I try another software instead?

Is there any way to make it go by the CPU temp?

Because that's what matters to me.

Well shit I guess I won't overclock for a while then

I know with the settings I had previously I could get it to stay under 60 on 1.165 volts, and I rather keep that if possible, for the sake of keeping my PC in check.
