Drivers, make sure they're all up to date.

Make sure it's plugged in properly (I know I hate hearing it too but seriously, do it)

CPU: INTEL Core i7 4790k @ 4.7Ghz - Cooling: NZXT Kraken X61 - Mobo: Gigabyte Z97X SLI - RAM: 16GB G.Skill Ares 2400mhz - GPU: AMD Sapphire Nitro R9 Fury 4G - Case: Phanteks P350X - PSU: EVGA 750GQ - Storage: WD Black 1TB - Fans: 2x Noctua NF-P14s (Push) / 2x Corsair AF140 (Pull) / 3x Corsair AF120 (Exhaust) - Keyboard: Corsair K70 Cherry MX Red - Mouse: Razer Deathadder Chroma

Bit of an AMD fan I suppose. I don't bias my replies to anything however, I just prefer AMD and their products. Buy whatever the H*CK you want.

the usage for the ram doesnt go above 60% and the Cpu wont go above 70% temps are all low too.

what if you push to higher res?

super scale to 1440P or 4K

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

Okay, well than it's drivers, a virus, or something else software side hogging up something.

A. Drivers are up to date.

B. Make sure you have no Bloatware.

C. Make sure your CPU+GPU Utilization is below 30% before starting a game.

D. Check to make sure your PC is clean internally. (Clean out any dust, and maybe check for dead fans)

E. Kill all back ground (or phantom) processes.

Other than that...

Nice rig :) .. now make sure you read and do this 3 things.

1. https://support.microsoft.com/en-us/kb/2646060( It's an hotfix for all AMD )

2 https://support.microsoft.com/en-us/kb/2645594 ( It's an hotfix for disabling the parked cores )

Edit: This are ment for Windows 7 from Microsoft. You can unpark your cores in any windows.
