Weird Gtx 770 fps drops

Specs:
2047MB NVIDIA GeForce GTX 770
AMD FX-8350 OC @ 4.33ghz
16gb dual channel corsair vengeance
Asus M5A97 LE R2.0
2tb seagate sshd

Recently I have been getting a weird fps drop in the games I have been playing. It happens about every 4 minutes for about 30 seconds, then goes back up. I say its a weird fps drop because it doesn't dip to a random frame. While playing CSGO my fps will be at 180 and drop to 60 even like vsync. In GTA 5, it drops from 60 with vsync to exactly 30. It seems to cut the fps in half or round like fraps would while recording. I checked my temperatures and everything was fine, nothing above 45c. I also checked if my gpu was dusty, I sprayed a air can to it just in case and still get frame drops. This leads me to think I have set a setting in a nvidia program that makes my gpu slow down when reaching a certain temperature. Does anyone have any ideas on what it could be?

Also this is the 770 when dropping frames. Is it throttling?

What PSU do you have? It's downclocking itself significantly and not using more than 50% of the TDP. I don't think either of those two games should be bottlenecked this badly by the 8350, since CS:GO doesn't really ask for much and GTA V seems to be properly multithreaded. You could try deinstalling your drivers with DDU from Guru3D and reinstalling your drivers.

I could try that. I have a corsair 650w power supply

Just ran GTA V. Still dropping fps. I realized no matter where I am in the game the fps will drop for about 30 seconds. In a area getting 90fps dropping to 30. Then in another area getting 150fps dropping to 55-60. Any reason for this or what could be causing it?

Is your CPU throttling?

Try This for a fix

1)Delete your nvidia drivers using DDU software from 3dguru and try re installing the nvidia game ready drivers.(Try using a clean installation)

2)Increase the amount of virtual ram of your system (Only the recommended amount)

NOTE- Do not use virtual ram from the OS installed partition ©

3)Try installing a software called cache booster

4)Open a txt file and write this code- timeout 60

wmic process where name="GTA5.exe" CALL setpriority "high priority"

timeout 30

save this as a .bat file and before you start the game open this.
